NATIONAL STRATEGY
FOR JAGUAR CONSERVATION

The National Strategy for Jaguar Conservation is the result of a series of researches in ecological, social, political and economic fields, supported by more than a decade of work which aims to face the problematic related to the jaguar’s conservation. It is considered as the first effort in Latin America to propose punctual conservation actions to different spatial scales, coordinated between the various actors who are involved in the conservation of the species as are the academia, the private initiative, the civil society and the different levels of government. The National Strategy for Jaguar Conservation arises from the institutional agreement between the National Commission of Natural Protected Areas (CONANP) and the National Alliance for Jaguar Conservation and proposes nine components to develop in the next five years:

STRATEGIC COMPONENTS

The strategy focuses on nine strategic components:

1.- Priority areas

Structure short-term actions to mitigate and stop habitat loss and fragmentation, which threatens the survival of the jaguar, and maintain the connectivity between populations located in priority areas through an environmental policy focused in the cero conversion of the forests and rainforests. We promote the establishment of agreements that allow the designation of new priority areas for the jaguar’s conservation.

2.- Monitoring of jaguars and its prey

Establish the basis and supplies to plan the second National Jaguar Census (CENJAGUAR) to evaluate and determine their population, prey and habitat status.

3.- Human-Jaguar Conflict

Generate viable and immediate-actions proposals to mitigate the factors causing the human-jaguar conflict to reduce the number of individuals who are hunted as retaliation to livestock predation as well as influence public policy in matters of good practices of livestock management and stop the advance of the agricultural and livestock industry frontier.

4.- Road Infrastructure

Generate actions to mitigate the effects of the current and future infrastructure in jaguar conservation units to guarantee the connectivity and demographic viability as well as the maintenance of ecological processes.

5.- Jaguar’s Attention Protocol

A complete guide of handling procedures and logistic and legal considerations to relocate, rehabilitate and release free-ranging jaguar individuals. The protocol establishes also the criteria for the maintenance and rehabilitation of individuals in captivity either viable for release or in permanent need for care. The guide also establishes the guidelines for the National Jaguar Conservation Centers in Mexico (CMCJ, for its acronym in Spanish) which will be exclusive centers for the jaguar’s temporal or permanent rehabilitation and maintenance.

6.- Legal Framework Reinforcement

Formulate a high impact legal and social strategy to constitute an efficient instrument for the jaguar’s protection and conservation through the consolidation of the environmental constitutionality, the creation of efficient public policy and the reinforcement of environmental institutions together with the civil society of Mexico.

7.- Communication, Education and Dissemination

Design and implement a nationwide strategy of communication, education and dissemination to establish the jaguar as an emblematic species as well as emphaticize its cultural and ecological importance in Mexico. Through the public media we can establish the country as a socially influential nation.

8.- International Cooperation Commission

Promote the international cooperation of actions, programs and policies in favor of the jaguar’s conservation through the development of international alliances.

9.- Community Surveillance

Have a solid program of community surveillance to promote at different scales and sectors the jaguar’s conservation to reinforce and involve the communities and ejidos where the jaguar is present. Promote at the same time the development of capabilities and technologies, social participation, empowerment and governance and generate incentives through economic valuation to allow the development of sustainable projects and show the ecological, economic and social benefits of the conservation of the species.
Background, scenarios, problems, causal factors, solutions, priority actions and involved actors have been identified for each component. The implementation of the strategy will guide the decision makers towards a transversal, immediate and according to its attributions working plan to ensure long-term favorable conditions for the survival of the jaguar in Mexico.
